if you want to be randomly shot at, be constantly woken up by yelling at 3 am, never have your apartment repaired (and if it is repaired you call and make at least 4 complaints) and cited for any little thing (unless you leave your car abandoned, then you have a good year before they actually mark it to be towed then never tow it.) If this is what you want to pay your hard worked money for, then this is the place to be. If you want a safe quiet place to live, then go somewhere else!!!!
