It was nice... but going downhill

I moved into this complex three years ago. It was a very nice complex for a very reasonable price (2 bed / 2 bath for $650/mo at 745 International). My neighbors were nice, quiet people (mostly working class late 20/early 30s).
Over the past year, though, the place has really gone downhill. There is are 2 to 3 break in notices a week, and there was recently a person assaulted and mugged in the parking lot. The complex added a second security guard, but it hasn't seemed to help. Cars are routinely vandalized and stolen.
The quality of tenents has done downhill as well. There are many more unsupervised teenagers. About two months ago, I walked onto my second floor balcany and caught a teenager (who did not lived across the street) smoking weed on the stairs. There are weekly loud teenage parties, kids driving wrecklessly through the street, etc. I am also starting to see court summonses on the the doors of my neighbors apartments.
The buildings themselves are a little outdated. I have constant problems with the A/C (and spent a week without A/C this summer) and plumbing.
The complex is very empty, as a lot of the previous tenents are moving out. I currently have my 60-days notice into the manager.
The location, however, can't be beat. I have easy access to Memorial City Mall and all of the complexes on the Katy Freeway. I can also get to Rice Village, Memorial park, and downtown very quickly. I work on the Ship Channel, and I can get to Baytown, La Porte, Pasadena, Channelview, etc. in about 30 mins.
Overall, the location and price are both great and I was satisfied for the majority of my stay. These days, however, I simply do not feel safe.
