Heater doesn't work

Years at this apartment: 2006 - 2007
 
From the day one the winter started, the heater in my apt doesn't work. The management claims the heater works only if the temperature goes below 55, but I was not told anything about that when I moved in last summer. Either the heater doesn't work or even if it does ( one of the rarer events), it starts blowing cold air after some time. Calls to the office makes no difference, except for some silly excuses everytime.
