I would like to take the opportunity to respond about security at 9900 Memorial. Security is a genuine concern to all residents. Although there is no way for us to provide protection for residents who live at 9900 Memorial, we feel the best service we can provide relating to security issues is to keep you informed. You must remember that CRIME HAS NO ADDRESS! No matter what steps we take with respect to security issues, it is absolutely imperative that you realize there is nothing we can do to keep crime from occurring. We cannot assume responsibility for the criminal actions of third parties. We in fact, have no greater legal right to stop criminals or enforce laws than do you.
I recently visited the website for the City of Houston. There is an abundance of information available to anyone that has Internet access. www.houstontx.gov I was able to find information about Crime Prevention. According to the Houston Police Department, there are three factors that create a criminal offense; the DESIRE of a criminal to commit a crime; the TARGET of the criminal s desire and the OPPORTUNITY of the crime to be committed. They call this the Crime Triangle. You can break up the Crime Triangle by not giving the criminal the Opportunity. They say to stay alert and use good judgment by knowing whom and what is around you at all times.
How many times are you leaving you apartment while you are talking on your cell phone' We all know that when talking on the cell phone our attention is not 100% on what it should be, just think about those people that do it while driving their car. When you have just come from the grocery store or mall and you are carrying packages into your apartment, are you trying to get everything in one trip' Are your arms so full of groceries that you don t have an empty hand' What about the social gatherings that you plan at your apartment' You invite a new co-worker who asks if they can bring a friend. How many people do you truly know that are now inside your home' What about allowing a friend to crash on your couch for the month' Do you know the days allowed to have a visitor stay with you' Legal occupants that live here have to go through an application process just like the leaseholders. When you step outside to have a smoke, are you walking down the sidewalk near the street, or are you sitting on a chair on your patio/balcony next to your apartment door' When you are planning on leaving early the next morning, how many times do you pack your car the night before so you can save some time the next morning, leaving things in plain sight for everyone that walks by' There are many that say what is in their car is not valuable and they think that no one would want it, but then the next morning their window is broken. YOU have the power to adjust these OPPORTUNITIES and minimize the risk of something occurring.
There are many staff members that live at 9900 Memorial and are just as concerned about what happens on our community. We are not just outsiders looking in; we are rent paying residents that are committed to minimizing OPPORTUNITIES and breaking the Crime Triangle.

I would have to agree. I have lived here for almost two years and there is no certainty or gaurantee that me or my personal belongings are safe and secure. Although management has done a great job with keeping the community clean and comfortable for me to live here with my family, ultimately it not their resonsibility to make sure that we are safe. As stated before Crime has no address. We live in Houston, one of the largest cities in the US and the population keeps on growing. Unfortunately, not everyone is a law abiding citizen like myself and those are the ones we need to be more concientious of. It is OUR responsibility as residents, not just at this apartment complex, but anywhere. Whether we live in an aparment or a house in suburbia or a condominium downtown, we need to take responsibility and report any suspicious behavior to the local authorities, "the ones who CAN do something".

First, management should not be able to rate the community; although, they should have every right to respond to the comments posted on this forum. Second, it appears that not only was the initial post written by a member of management, but the first response to the post seems to have been written by management as well, presumably to bolster their argument. NOT AN EFFECTIVE OR PROFESSIONAL PLOY.
I do agree that there is no way management can protect every resident all of the time. It is, however, a key responsibility of their duties to ensure they provide the best quality security to their residents, THEIR CUSTOMERS, at all times. I question how much security the guards provide when I see them on their cell phones and in the same location on the grounds throughout an entire shift. In my opinion, use of cell phones for personal purposes should be banned during security shifts, just as personal use of cells phone is banned in most work environments.
The real issue here is that the management at 9900 Memorial refuses to accept that quite a number of tenants are unhappy with the direction the community has headed over the past year and a half or so. For example, every maintenance request I have made in the past year has required several phone calls on my part to get the situation resolved. There was a time when one call stating there was a maintenance issue got the job done, but that is no longer the case. There are other issues, as well, such as an on-going roach infestation, rats in our courtyards, and reoccurring leaks in the ceiling which have never been resolved despite repeated and numerous requests for assistance over the years. In addition, the management staff seems to have adopted the attitude that they are somehow superior to their tenants, THEIR CUSTOMERS, and their manner reflects their attitude. I pay to live in this community. I should never feel like management is doing me a favor by taking the time to listen to me when I have a concern. They will usually listen, but there is never any action, just false assurances and poorly feigned empathy.
If management is truly concerned, they would take the time to listen, really listen, to their tenants, THEIR CUSTOMERS. Why not have a community forum and allow tenants to voice their concerns in a positive and constructive environment? It will never happen, though, because management is only working for a paycheck. In their eyes, 9900 Memorial is a business. They seem to forget, that for their tenants, THEIR CUSTOMERS, 9900 Memorial is our home. I am going to encourage all of my neighbors to visit this website and post the concerns I hear every time we get together in our courtyard, which we do frequently. I am also going to encourage everyone I know who also lives at 9900 Memorial to contact the Finger Company’s corporate headquarters whenever there is an issue that is not resolved satisfactorily. Maybe then we can take our community back and restore it to its former quality.

I agree with the response above this, there are several concerns on this forum about security and management does not assure us they are taking actions to improve the situation or prevent crimes. They do have not control of crime but their response is defensive, rather than attempting to improve this issue.
Management says there is nothing we can do to keep crime from occurring, so we as tenants do our part, but management is not reciprocally partaking towards deterring crimes. I do agree most of the times the guards are in the same spot and on their cell phones. If there are two guards on duty, they normally are in the same spot, why not have one at one end of the complex and another on the other side. Steps can be taken rather than an attitude that says there is nothing we can do to prevent crimes. There are proactive steps to be taken. Once my lease is up I will not be renewing my lease.

I don't agree with management's response. They don't always report incidences and let questionable people live in the complex. We had a person in our building that had a police ankle monitor on. He was really weird, his apartment was empty except for a loveseat and he would just sit on it all day and look out the window or walk around the complex. He never left (probably b/c he couldn't by law). It freaked all of us out but management continued to let him live here and wouldn't tell us the nature of his "crime". Then there was a lady in our building that got attacked one morning. She was hit from behind and her face was slammed into the concrete. It was horrible, she looked terrible and had to take months off work. Management NEVER informed us. We got notices on our door about cars being broken into but no word of this. Needless to say she doesn't live here anymore.
It's sad b/c this complex used to be great. Finger companies just needs to take note and bring in proper management.

I remember a few months before I moved out I read some very bad reviews from about a year ago about another apartment complex in town and a lot of the complaints were about the apartment manager named ------. Based on the description given in the reviews and the nature of problems reported I am convinced this is the same lady that is now managing 9900 Memorial!
