What's the deal with the water'

My issue with AH is the water. I've been here a few years now. The HOT water comes out of my faucet red/brown sometimes. It always has an earthy/iron smell to it. If the water has ever been shut off, then it comes out a thick reddish brown and it leaves a nasty residue on the sink/tub. It took a while to figure out how to get the rust stains off my tub but a friends suggested toilet bowl cleaner; it does wonders.
The biggest problem I have now with the reddish/brown water is that it affects the laundry, too! My whites cannot stay white; they are now offwhite. Even some of my light colored clothing have a faint reddish tint to them.
My anger regarding this is because our water costs keep going up and up. You know why' Because the only way that we can get past the ugly water is to let our hot water run and run until it gets clear again. It's getting more and more expensive. Though my water bill is not $40, it is close to $30 now. That is too high. I have friends who live in a three bedroom house and their water is only about $15/mo.
