descent but not in the safest neighborhood

THE MAIN PROBLEM THAT I ENCOUNTERED WHILE LIVING HERE WAS THAT THEY WERE CONSTANTLY SHUTTING OUR WATER OFF TO "FIX THE PIPES". hALF THE TIME WE DIDN'T HAVE ANY WATER AND A LOT OF THE TIME WHEN WE HAD WATER, WE DIDN'T HAVE HOT WATER. HOPEFULLY, BY NOW, THE PIPES ARE FIXED.
