I live here now, and it is OKAY (not great, but not horrible); I would recommend this place to a college student, as I am. When I moved in, the management was different, and I got a small student discount 3% (every litle bit helps). The good about this place is that it is not too noisy; I have not had any problems with anyone. The only complaint I have about neighbors is that a couple of them are very inconsiderate of YOU (the human being) when it comes to their pets (they let their pets get too close to you when they are walking them...those dogs may bite you).
It is near pretty much everything, though; and that is a plus. However, they are slow with some repairs, but it was not too big of a deal.
1) Parking, with the old management, we had our own numbered spaces, but the new management eliminated that by painting over the numbers, but it is still decent.
2) Neighbors/noise level: Well, other than those two nieghbors and their dogs, the neighbors that I have had are pretty nice. My next door neighbor plays loud music every once in a while, but it is not a big deal, because it is early and only on the weekend. But, when they were doing their "improvements" the maintenance crew was at it what seems non-stop, and that was a royal pain. There is a club across the street, and you do not hear any noise, but they take up parking spaces on weekend nights.
3) Grounds: As I mentioned earlier, they have made some so-called improvements, such as painting, redoing the patios, and redoing the top in the mailbox areas (and they added some sprinklers or something), but it is still not very good. Also, they did not fix the springs on my patio door after they finished, so until I fixed it myself...there was always a lot of leaves and grass on my patio. And once a dog came and did its biz there on my patio, before I fixed it. When they were doing the mailbox area...I could not get mail for 3 days, and that pissed me off.
4) Safety: The lighting is good at night. The crime report in the area is not too bad; I have never been fearful while I have been (but then again, I am a 22 year old male over 6 ft and nearly 200 lbs, so you may or may not agree with the safety rating). There are always kids out and about and playing, and there has not been a complaint that I have heard about.
Overall, I am gonna recommend if you are young and need a place to start out on your own, and can handle the instabilities of the place, but if you are older, more established and need more, then this is not the place for you, in my opinion.
My biggest concerns are the upcoming changes. They already went up on my rent by $20 (they tried to go $40, but we worked to $20); there is no longer assigned parking; they were giving us free basic cable, but now, they are taking that away, so I wonder...what's next. As I said, I only recommend to youngsters, if you can handle the instability of the place.
However, I most likely will be moving to another place when the lease, because I do want a bigger place, closer to my school.
