Couldn't agree more! Add to that a fixed water charge of $25 for a 2 bedroom apartment, even if you're just ONE person living there and would never use that much water. Back when it was owned by Archstone, you paid for the water you used by individual meter. Money-grubbing Rockwell Management changed that...in their favor.

Archstone never used individual meters, the water was based on square footage and head count!
