I was going to look at this complex until I saw the neighborhood surrounding it. I wouldn't go out after night. The building looks run down. The parking lot was disgusting, I didn't even want to drive in. It's in a bad area, hardly any stores. If you go out, lock your doors and activate any alarms. If you have a nice car, forget it. It's gone. Railroad tracks sperate you from the main highway. I had to crawl over the tracks or else my car would of been torn up due to the crappy surface. I can imagine the train wakes you up at night.
They are really inexpensive apts. If you don't care about area, they are a good deal. All bills paid. I never looked inside cause I was afraid to drive in so I can't tell you how they are.

Actually the train tracks are over by Hillcroft & they're defunct. I lived there for 4 years and never heard a single train.
