That's not fair of them. I do my best to avoid paying any application fees, I find specials that say no application fee, and that way I'm not losing out on anything

This is normal credit application process and procedure. You are informed of the rules and it is your choice of whether to follow them. You are a grown-up, and you know that there are consequences for not following instructions. Neither this apartment complex, nor any other business needs to be your mommy and hold your hand.
There is nothing more fair than stating the rules and following the rules as stated.
I am not saying that they are perfect or without flaw, but this is certainly not one of the flaws of this complex.

I agree that you should have gotten your application fee back since they didn't do anything, why should they keep your money? Even if their are rules that they should follow, but it can be waived by management in special cases. Rules cannot govern everything in every situations because the person coming up with the rules cannot possibly think of every situation that could exist in every business. I faced similiar situations, but management was able to make amends and waived certain rules. We are not robots, we are humans, you don't just follow rules blindly.

Hey HappyLantern2005, did you know that under the law you can't accept an application fee even if the renter gets denied. If the denied renter wants the application fee back, and they ask for it, they are entitled. Also, even if an apt complex does not run the credit check, and the resident is accepted, the application fee must be returned. I know this. Ask any lawyer.

They did run your credit, apparently yours wasn't good which is why you had to provide proof that you had a year's worth of rent in the bank. If they run your credit and it's found to not meet their standards you have two options; provide a cosigner or proof that you have a year's worth of rent in the bank. They told you the documents needed, you didn't provide them.
