I've lived at Nob Hill Southwest for about 3 months now. Before I rented I reviewed this website and was a little apprehensive, but I went with my gut instinct after touring the facilities and rented a 2BR. I honestly don't know what everyone is complaining about. It is well worth the price: less than $900/month for a nice sized 2BR with private patio and a complex right near the 610 loop is a steal.
The place is not noisy, at least no more than any other place. It is not a roach motel -- they do preventative spraying every other month and I've never seen any bugs. The staff is not irresponsible. I had leaky plumping in my sink. Try one: they sealed it. When that did not work, I called back, and they put in an entire new sink. I only needed to call once each time, and they took care of it in a sufficient time period. Mary in the office at Southwest is super nice, and all the staff puts in that little effort to show they care; for instance last week they hosted a free brunch in the club room.
Now, no place is perfect. The bayou can get smelly. Bummer. The utility policy isn't ideal -- I'd rather pay for what I use. Visitors have to park on the main streets, which is nice because parking is never a problem for tenants, but sucks when you have guests. Yes, there are still tarps on the roofs because of IKE damage, but they've at least addresses the problem, giving everyone a note saying it will be taken care of, and I still see luxury in-the-loop apartments that still have tarps. Overall, given the really good location, the price/size of the apartment in comparison to similar complexes in the loop that go for several hundreds of dollars more per month, and the fact that they do a great job in the upkeep of the place and the apartment floor plans are spacious and logical, I'd recommend this place to everyone.

And judging by your lack of grammatical skills, you must not have gone to college. I will say I am on the younger side (late 20s), so things probably don't bother me as much. I suppose if I were older, I might look for a place with more amenities.
As with any apartment complex, you run the risk of being surrounded by loud neighbors. My particular area just happens to be quiet. For anyone who is about to sign a lease, I'd recommend requesting from the management an apartment away from anyone who has ever received a noise complaint. I'm sure they'd be happy to oblige.
