Good Start, but Horrible Afterwards

We started off with a 2 bedroom/2 bath, but then moved into a 2 bedroom/3 bath townhouse because we wanted something larger. Although the interiors of the apartments are pretty well taken care of, everything is very dated. The HVAC systems are very old and aren't very efficient nor are any of the fixtures new (including the doorknobs).
After a few months of living here, things started to get pretty ugly on property. One person was held up at gunpoint on property and that same week someone scaled to an apartment balcony on the second floor and tried to break in. There have been repeated break-ins into parked vehicles and several attempted break-ins to apartments. This had all been told to the tenants by little white notes on front doors. We in fact, received one such note on our door talking about the escalation in crime a little over a week before someone kicked in our door and stole some personal effects before running away. This was reported to the management office who replaced the door, but not the frame which was badly damaged. They asked for the case number from the police department, but there was no apology given and more importantly there has been no posting of the crime on the doors around property. I am concerned that they may be censoring this crime from happening since they just put out a flyer so recently about problems on site.
Additionally, the entrance gate was out for nearly 3-4 months before it was fully fixed. Those gates may not do much, but they do deter some criminals.
We also referred one of our friends to live at the complex to have him nearby and to get the referral fee, but he has been on property for almost five months and we still have not received a check. The assistant has told us we should receive it after he puts in his second check for rent, but then she keeps putting provisos on it. First she said we should get it on the 13th day of the next month after the required number of payments came in, but then we were told it would only be processed on the 20th of that specific month. We were then told we should receive the check nearly a month after the processing because the corporate office goes a little slow.
The one thing that I will say for the complex is that the maintenance staff is excellent. Whenever we have had a problem, they fixed it very quickly and are always polite.
The management staff started out nice, but I guess after they get comfortable with you the service kind of goes downhill.
Originally, I would have recommended this complex to someone but things continue to get worse. The high increase in crime, slow police response times, lack of care from the management, and overall HVAC issues really make things tough to live here. I personally am only staying here to cut expenses, but that was after beefing up security for my apartment.
