Used to be great, going downhill fast

Years at this apartment: 1997 - 2004
 
I've lived here for 8 years, and the new management is running it into the ground. The flower beds are largely dirt-beds now, which I've seen before in slums. Location is great, rent is reasonable. Units are small but comfortable for one or two people. But I'm looking for a new place now because it's really going downhill, which is a shame because I would stay, otherwise.
