Can;t tell what's going on here

The apartments are all more expensive than advertised. They are still cheap for the size, BUT something weird is going on with the management. Tenants are required to take the apartment's phone, satellite TV, and undisclosed internet service. Charges for TV and satellite, and access to the gates, use of "amenities" etc add about $500 each month, so our rent is quoted at $840 per month, but is actually $910. The upkeep of the place is obviously going downhill--the pool and hottub are not usable; nasty old carpet that was represented as due to be replaced has been cleaned by hand (no steam), is still nasty, and will not be replaced. We were scheduled to move in on the first, but they would not give us a move in date then. We are now scheduled to move in on the 15th, but we are afraid to sign a lease because the place seems to be getting worse by the day. We thought this was going to be a wonderful place, but it is actually a low-income housing project accustomed to dealing with people it looks down on and assumes will be thrilled with any scraps thrown at them. You certainly wouldn't want an older person living alone here. They charged us for 3 applications, finally approved the lease, but have not signed it yet. We were looking forward to moving here but are really afraid of the "management," which we have never met, but who appears to be very unreasonable and dishonest. I wish someone else had written something on this place because I am afraid to commit my mother and sister to a year at this place.
