My wife and I lived at the PMD for two years. All in all, it was a decent place to live, but there are several things you should know about before you consider renting here. First, the PMD seemed to have perpetual problems with utility service while we were there. In the fall of 2007, the water was shut off several times for 10 hours each time. This may have been due to construction in the area, but management never seemed too concerned each time it happened. In fact, they once told me that they were in close contact with the city regarding the problem, but when I called the City of Houston a representative told me my call was the first report of the problem! My wife worked from our apartment and had real trouble getting consistent internet and phone service from Comcast. Granted, Comcast is a crappy company, but we still have Comcast service at our new home and have had far fewer problems here.
However, our real frustrating issue with the PMD came about over a month after we moved out. We had insisted on attending the move-out inspection where cleaning charges, etc. would be assessed and were told this was not customary. Therefore, we took pictures after thoroughly cleaning our apartment just in case the PMD tried to withhold any portion of our security deposit. Sure enough, over $100 was withheld for bogus charges, such as carpet cleaning, filth in the sink, grease on the oven, etc. The PMD management claimed that they had pictures proving the charges were warranted, but they could have easily taken the pictures in another apartment or dirtied the place up a bit just to swindle us out of our money. Our pictures show a clean sink and oven. I didn't take close up shots of the carpet. At the end of the day, it wasn't worth my time and trouble to fight with the PMD over $100. This is probably why they only deducted $100 instead of a sum I would have fought over.
The moral of my story: If you are going to rent at the PMD, make sure you hold management's feet to the fire. Meticulously document everything you do and don't be afraid to go above PMD management's head (Greystar) to get some action. Insist on attending your move-out inspection when you leave. Good luck!

Your experience mirrors our experience. I lived at PMD for 2 years and had similar problems with the move out inspection. We also cleaned our apartment carefully, and were told by a management employee that everything was fine and we'd be getting our security deposit back.
Three months later I received a letter from a collection company. PMD had charged us for cleaning/replacing a portion of the carpet, had not taken down the new address we had given them on the move out sheet and had been sending notices for payment to the apartment we had moved out of. Any attempt to find out why this happened was met with a "you'll have to deal with the collection agency" response. In the end I paid the charge, so that it was taken off my credit report, only to find later that the item is still listed on my credit report as unpaid, a fact I find to be intolerable.
I would double the caution that you should document everything with these people, else you risk having a multitude of problems later.
