The Rice is a cool place to live for historical and geographical reasons, but that's all it has going for it. The lobby is beautiful, and the apartments have some nice amenities, but the appliances in the apartment are cheap and tacky.
My two major problems there were the parking garage from hell and the management. The parking garage is really just awful--you cannot pass another car on a turn, so you quite frequently have to back up to let another car pass. They have to do construction often to repair the floor of the garage, which is pretty disconcerting.
The management just plain sucks. Without going into my issues with them, I found them to be condescending, and more than anything, not interested in keeping tenants. So many people want to live here because it seems like a good place to live that the management has no impetus to treat people well and it shows.
On the plus side, if you like to go out downtown, it's a great location, but there have to better places in downtown Houston than the Rice.
As far as he noise issue goes, I could never hear my neighbors, but it was often noisy on the streets and in the lobby, so it could be hard to deal with. I assume it wold be this noisy anywhere downtown.
The laundry facilities are newish machines that are "free", but you end up paying some amount that's tacked on to your rent every month that covers water and electricity usage for common areas. So it's nice that you don't have to save your quarters, but it's not really free laundry like they tell you.
I am definitely moving out when my lease is up. I didn't move out after my previous leases because I was working a lot and didn't have the time go apartment hunting and move. But after I changed jobs and have more time, and this latest rent increase, I cannot wait to get out of here.
