Noisy upstairs neighbors

Management is not very effective. We didn't have a problem until noisy neighbors moved in above us. We called management several times, even called the after hours number. Management said they needed a third party to come out and hear the noise before anything could be done. Every time we called for the courtesy officer he never came, thus we could never get a third party to hear the noise. The leasign staff lives on premises and refused to come out. One day after many complaints we got a call from management saying the noisy residents would be moving out in 30-45 days. 4 months later, the noisy residents still live above us. We contacted management and asked why we had been mislead and they responded that the residents couldn't move out. Another run-in is having the building's fire alarm go off for no reason on a weekday at 6:45AM, it took over an hour for them to turn it off.

I agree that management should have handled this better, but have you tried talking to the upstairs neighbor? Sometimes they don't know or think that you can hear them.
