Needs Serious Renovation

The place is old, and needs renovation, but instead everything (and I mean everything, the tub, shower tiles, the cabinets, the countertops...) is continually coated with a cracked, sloppy paint job with black hairs and dust often left stuck in the walls.
We had mold in the air ducts when we moved in and couldn't understand why we were getting so sick all the time in our first several months. When they vacuumed it out, the overall smell did improve, but the carpet is still funky.
We couldn't take baths because of the filth in the drain, and the heat and pressure of the water in the shower changes continually while you're in it.
Occasionally, the water turns brown.
The linoleum tiles stick up, there's bad lighting (when there is lighting), and there was a big stain on the carpet in the bedroom when we moved in. Don't know what it is, but the sugar ants like it. Other than those, the occasional tiny spider, and one big roach we once found in the bathroom, the bugs were kept mostly outside.
Car was broken into one night, the doors were left wide open, but it was not stolen.
The staff is very polite and maintenance is usually taken care of relatively soon. The office, and the grounds outside are well taken care of and nice. Although the closer you get to the actual apartments, the more run-down it gets.
