3 weeks after moving in I still have 2 bad window leaks

I requested service to my apartment for 3 consecutive weeks to have 2 bad leaks fixed around my windows. Everytime I have called I have gotten a different story. 1st, the gutters were full, which somehow was supposed to be an excuse for why my windows were dripping water steadily after it rained. Everytime since, I'm told that they can't seal the window because it's wet. This would be ok but they seem to have forgotten about my issue since it wasn't raining. The worst thing about these three weeks, is these were MY FIRST THREE WEEKS LIVING AT "THE VANDERBILT".
