Older apartments, significant rent increases

The day I moved into my apartment a year ago, the maintenance men were still working on the flooring. This was after the leasing agent assured me several times that my apartment would be ready on my move-in day. Now, my rent is going up $61 a month. The office says it is because of the increasing market rates, so they are going up 8 to 15% on everyone's rent. I've never been in an apatment that increased its rates this much.
Beware - it isn't worth the price. The treadmills don't always work, even though I've told the office about this. My patio door won't open because the foundation is shifting, and the door is stuck. They have come out twice to "fix" the door but it still won't open. They won't pay for a framer to come fix it properly. And it's true, the management does not respond to emails.
The property is quiet. That is the only good thing I can say about it
