An okay place to live

I lived at Estelle Creek North from 2002 to 2006. I stayed in one of the 520 Square Foot Apartments. The reason I moved was because I wanted to have my W/D unit inside of my apartment and the refusal of management to do something about the neighbor living below playing his music loud at all times.
Also, on 2 occassions I had kids flip the Breaker Switches on the outside of the apartment off and when I came home either my electricity was off or my AC wasnt working (depending on which breaker they pushed) as the Breakers are very noticable and there are no locks on them.
A couple of months before I moved out, cops were out in full force arresting a guy who had forcibly entered one of the apartments and steal (I think it was more serious than that personally).
Overall, it is a decent place for people that have to live there as it is very cheap. But it would definately not be my first choice unless I had to live there. It is not a ghetto but I think the overall community is going down.
Positives:
-Very cheap and inexpensive play to live.
-Right off George Bush/161 so it made driving around easy
-Maintenance is pretty good about fixing things and responding quickly
Negatives:
-Very aggressive about collecting fees such as water
-The Breakers are accessible to all and people can turn them off anytime they want too
-Very noisy and alot more hanging out going on
-People are allowed to hang their close and whatever on the front porch so it makes it look like a low income area
-Right smack next to D/FW Airport so you hear the planes 24/7
