I thought that this apartment complex has no lower place to go but I am surprised.
I saw a stray dog roaming around in the complex.

Lots of people have already complained to management regarding this issue but the dog is again seen in the apartment complex. The dog is scaring children and adults alike.
The dog is also chasing the people walking.

What the heck is going on'

Should we call 911 or Animal Rescue Center or something'

I'd say read your lease. It's not their responsibility, it's a courtesy.

It's a resident's dog that they are to lazy to walk. I've had to deal with while walking my own dog on the canal.
