I've lived in Santa Rosa for almost 4 years now, and I've had some good and some bad experiences.
I first lived in a first floor 1BR for about 3 years. I really never had any trouble there. There were a couple of leaks that came from upstairs neighbors over the years, but they were fixed in a timely fashion. I actually had an overall good experience in that apartment. I was only late on rent once, but on the off chance that I did have a problem, they generally worked with me and were friendly.
About a year ago, I moved into a middle floor 2BR when a friend needed to move into the area. In this unit, I did not have as good an experience. The AC Unit seemed to struggle more than it should have during the hottest of the summer months. As a result, the living area of the apartment was always a bit warm even when the unit was running constantly. The energy bills were crazy ($300 ) and the three times we brought them out to look at it, they just replaced the filter and didn't really do any work.
The other problem was the squeaky floors. The upstairs neighbors were very loud, but I doubut it was because they were all that out of the ordinary. The floors just echoed EVERYTHING, making a squeaky noise every time someone walked. I couldn't get upset with the upstairs neighbors because I know the ground underneath me squeaked too.
There are a lot of stray cats, normally due to the fact that people put out the trash at any time, and not just during the assigned times for the complex. As a result there is constantly trash out. My car (a Jeep Wrangler) was broken into several times, but that might just be because it's a Jeep and Jeep's get broken into. One time, however, they cut into one of my soft top windows, spread Ramen noodles all over the console and then dumped water on it.
Most of that sort of thing, I'd say, is due to the Second-Chance housing that the complex offers. It think that's great, but I know they didnt' offer it when I first moved in 4 years ago. As a result, I've seen the quality of the residents decline over time.
It's not a bad complex, but it's not good either. I'm glad to be moving out, but it's served it's purpose for me for the four years I was here.

Our energy bills are outrageous here as well. We went out and bought energy saver bulbs and cut way back on our light usage and they are still very expensive. I am now starting to think it is the AC/heater and the other energy sucking appliances that came with the apartment; like the fridge, stove, etc.)
