All apartments around the jefferson park lake are bad, Rancho Mirage is the worst

Most of the people in this neighbourhood complain about the quality. But our stay at Rancho was the worst.
We lived in Rancho Mirage, 1200 Hidden Ridge in 1st half of 2007. Right on the move in date, the apartment was very cold. The heater was running but one room would not get heated up at all. We had complained about this on the move in sheet. But the apartment people did not do anything about it for several days.
After this, we complained multiple times, then the maintenance person came, put his hands next to the vent of the heater and said, heater is working alright, and went away.
There were lot of roaches, flies and ants in the apartment also. And we complained several times, they send a pest control after 2-3 weeks of complaining, but that does not solve the problem. We have even seen a rat behind the refrigerator and on top of the kitchen cabinets. But the apartment never admitted to having rats.
But the cold was bothering us more than these pests. We had bought space heaters but still they did not help. After this our 2 year old son became sick, and within a few weeks, he started getting very sick. We tried several different antibiotics but it did not help. Our doctor said most likely there is some mold in your apartment behind the walls, and also because of the extreme cold in the house, he is catching cold also. We told this to the apartment manager, but she said "do you have any proof ' " and she did not do anything to check or fix any of the problems. After several weeks of pain and frustration and multiple complaints, they sent another person to check the heater and the walls for leakage, but they said everything is fine and left things as they were. Most of the times they would not answer my calls, or return my voicemail.
we stopped using this second room for our son and all of us had to live in the same room, and keep this 2nd bedroom shut. But he was still not recovering. After lot of treatment including a visit to emergency room once, and several months, he is now finally recovering.
This whole process took 5 months. By then, it was May timeframe, and the weather started heating up, so the room temperature became more even.
Its not just inside the apartment that is the problem, its the outside also. About a month back, there was some car jacking and assault and robbery in one of the apartments. The police was here, and they have not yet been able to find who did it. After dark, this place is not safe. You cannot leave your belongings in the car overnight. You cannot walk without being scared.
The management here is extremely rude. They smile at the residents only when they are showing a house to the prospective buyer. The manager is horrible. They treat you like scum of the earth. They know we are poor souls who cannot fight back, so they can exploit us the way they want because they are powerful.
I have heard of people who lived in an apartment for 6 months here and when they left, they were unnecessarily asked to pay $500 to replace the carpet, saying its a prorated amount over 5 years. In reality the carpets are old. This place uses this as an excuse to change their carpets, and extracts money from residents.
This is the worst place I have ever lived in in my life in the past 35 years.
