Class C usually indicates the age/quality of a property. The rating will also depend on comparable properties in the area. Las Colinas is always building newer and nicer apartments, so even relatively newer properties might start slipping on that scale b/c bigger, luxury apts are going up. Something like the Grand Treviso would be an A property. Something like Tuscan Villas or Santa Fe would be a B. Since Winsted is a little older, it's considered a C property. I'd call it a low B, as a locator, considering it offers garages w/every unit. The A/B/C rating is just used by the apartment industry. If it is an income restricted property...it is called Tax Credit or a Bond Property. The A/B/C rating has nothing to do with this. A tax credit or bond property offers affordable housing on a sliding scale depending on the total income of the household. There are income caps in place, and households are not permitted to bring in over a certain amount of money a year in order to qualify. Tax credit properties also accept Section 8 housing vouchers. This is a government program that gives residents a "coupon" that covers most if not all of their rent.

the property is a class A all the way there are too many amenities that they offer not to be an A property. 3 pools, sand volleyball, 2 hot tubs, buisness center with actual internet, basketball courts, attached garages, etc etc etc
