Drugs, Sex, Parties... and no "security"

I signed my lease when the Reserve was known as Jefferson Commons. The staff was nice, and there seemed to be no problems, I got my move in date and was to go from there. The model that they have in the office is huge; I had rented a 1 bedroom 1 bath. Little did I know that there is a HUGE difference. I paid over $700.00 each month for a 400 square foot apartment. Right off the bat I started having problems. My dryer broke 4 times in 2 months, electrical plugs would not work, and my washer which would leak oil... and still is was never fixed after 5 months of request to be fixed. My girlfriend lived in the same building as I did and was paired up will a pot smoking room mate. She caught her roommate smoking once and she calls the apartment complex. The Reserve told her that she can pay the $200.00 moving fee and be switched. The apartment never investigated... like their lease says they will investigate. I have had to call the cops at least 2 times a week for 6 months. The security here sucks, there are parties till 4 am, pot parties all the time and beer cans thrown from the 3rd floor all week long. My car was sideswiped and the complex laughed at me on what should I do. I had a sex craved neighbor who wore go-go boots and practiced marching all day and all night long, she would vacuumed at 2 in the morning, and had a dog that would take a dump all over the grass in the front of my patio. I now live in a complex that is a 2 story town home, in a gated, key activated complex. My rent is less than $685.00 a month for almost 900 square feet. if you are thinking about moving the Reserve I would say to go elsewhere, the office staff just wants money, the maintenance never responds, there are always parties, and the apartments are built like a 2 year old designed them.
