when all hell breaks loose...maintenance is NOT there!

Mybrother lives here and I am over often. Not only has water leaked into the light fixture, but when he and his wife were out of town, water leaked into the cabinets, which now are mold-infested. Maintenance has still not shown up. Also, crime is so high there and the people are VERY creepy.
