Cultural differences aside - I moved here to be, exiled, with my family for a year. I'm from a nicer state where consideration for others is a factor. Mean people suck. I see little else here. That being said. . . runoff leaks into the bedroom. The complex has obviously deteriorated enough that the over tasked maintenance crew is constantly about fighting a losing battle.
