Not as good as before

I have lived here for three years, in three different apartments. When I first got here, this complex was so nice. The office staff was friendly and helpful, the other tenants were friendly, and I felt really safe walking to the mailboxes alone at night.
Over the past year, this complex has been steadily declining. Kids run unsupervised everywhere. They run right out in front of cars and I have to wait everytime I want to pull into my parking spot for them to move their bikes and scooters out of it. Management put up notices about supervision, but it hasn't been inforced. Neither have any of their other rules. No one really obeys them anymore, as they know no punishments will be handed out.
Management took away all the gate codes to prevent non-residents from coming into the complex. So now all they do is follow in someone, and every paying resident is inconvienced. It took FIVE MONTHS to get my name added to the box, so none of my friends could get into the complex without a big hassle.
Don't move into a first floor apartment, or you will hear every step the person above you takes. I can hear their sinks, showers, toliets flushing, everything. If you can get an apartment over garages, that's the best.
In the last few months, the cops have been out four times for domestic disputes, once for a fire, and once for a break in. And that was just on my side of the complex! Some rather questionable looking people have moved in lately, and I no longer feel safe here at night. Also, the couple behind us occasionally gets into SCREAMING matches, but they haven't been evicted yet (even though three of those four cop visits were for them. They even had to come out twice in one night.)
The office staff just doesn't have it together anymore. I resigned my lease six months ago and despite three or four requests, still have yet to receive a signed copy. They keep trying to bill me an extra $20 for some reason. Also, due to their new mailing the water bill policy that hasn't quite happened yet, no one knows exactly what their rent is each month, unless you want to stand in line at the office for half an hour to find out.
The floorplans of the apartments are configured strangely, and it's hard to place furniture. Otherwise, the apartments themselves are nice- roomy with big closets. The pools are nice (as long as you don't run into the packs of teenagers), and the gym equipment has been updated recently.
All in all, it's not horrible, but the staff has become very unresponsive, and they've been letting in anyone. Hopefully this will change soon, as many of the long-term residents are getting fed up and moving onto greener pastures.
