Noise pollution

My wife and I have been living at Eastside Village going on two years. There are two very important problems that you'll need to deal with. The first is the NOISE pollution. At roughly 4:00am in the morning we hear a very angry train engineer blowing the horn for it seems at least 15 minutes. In addition, the Police Dept, and Fire Dept are all within a 1 mile distanceof the complex, and if there is an accident, fire, or street brawl, they'll be out to save the day, and you'll know well before the 6:00pm news broadcast. Then we have Two Bros Cigar across the road, and just about every weekday and Sunday they'll have a couple of guys playing music from the 60's and 70's and 10 decibels or more, and leave this playing well past the 10:00pm noise ordinance. Other than the fact, the management staff is conceited...it's OK...if you are from NY or Chicago...
