Good Value, Poor Management, EXTREEMLY poor pest control

To Whom it may Concern,
Several weeks ago, I encountered a scorpion in my living room. I quickly caught it and literally brought it to the attention of La Costa staff. Consequently, thrice an exterminator has come to spray my apartment. However, I have noticed that the pests have not relented. I frequently see small roaches, ear worms, water bugs, centipides, as well as small spiders despite the repeated treatments.
Most recently on September 13, 2003, I was working around the garage. My girlfriend came out to sit and chat with me. She sat on a pile of towels she had brought out to wash, but after a few moments she left. She returned twenty minutes later, opened the door between the garage and apartment, and screamed. In front of the door, right where she had been sitting earlier was a large tarantula spider. Quickly, we contained it safely, and removed it from our immediate danger. Again, several minutes later, not one, but two 3 inch long centipedes crawled out from under the carpeting, which I documented with a digital camera.
Consequently, I alerted La Costa once again as to the situation. I spoke with Management requarding the issue, at which time I was reassured that the apartment would be sprayed inside and out. She also agreed that if another incident occured she would personally see to it a new apartment would be available for me to move into free of charge and at the same rate. Not a week after this conversation my girlfriend found another scorpion in the living room of the apartment. Again, I notified La Costa staff.
I have since been contacted by Management and informed that an apartment of the same floor plan would be availablie in several weeks to move into, but La Costa would not help me move. First of all, the latter statement irriates me. Had La Costa staff taken care of their obligation and the situation I would not have this issue and I would not be moving. Secondly, the notion that La Costa believes they have no obligation to help me move enrages me due to the fact that this situation is their problem as well, not just mine. Durring the same phone conversation I was also offered a larger apartment for $100 more a month. When I asked where the apartment was located I was told directly above my current apartment. In telling me this I have to wonder if La Costa has been listening to my pleas in the slightest. I already know that the apartment above mine has the same problems as reported by my former neighbor. To offer me an apartment in the same condition is not only unethical but ridiculous with reguards to my ongoing concerns!
However, it is not to say that these apartments are not a good value. Where else can you get an apartment with garage for less than $650 a month. The grounds are well kept at the front, where I live, but they tend to show neglect in other off set areas. Noise isnt much an issue, the neighborhood is very quiet and overall I feel quite safe here.
