Why don't I just start in order of the items being rated.
Parking - You have to pay $25 in order to get a parking permit & then worry about being able to find a place to park. The resident only parking randomly fills up with tourists or bar-hoppers & there's usually nothing done about it. I have seen several cars parked that are without a sticker, quite frequently, but only some have to pay the consequence. The consequence is having a boot put on one of the tires which is uterly stupid. The idea is for them to get out of resident spaces but some of those "booted" cars will stay there for days before the owner coughs up $75 to remove the boot. So if resident lots are full, you're forced to drive around aimlessly to find a spot on the street. I actually took my chances & parked in the public parking garage at 2:00am & had to walk quite a distance in the dark. This was during that time when that rapist was on the loose in the area. Sooo much fun.
Noise - The biggest problem with noise has just been dogs barking downstairs. It's really quite excessive. I know for a fact the numerous complaints have been made about the loudest one, a white standard poodle, & yet the owner only receives warnings & nothing more severe. As for hearing my neighbors, there really haven't been any neighbors to hear. Lately, people have been clearing out in droves.
Grounds - The grounds are fair except that the maintenance people rarely ever refill the poop bag despensers so there's dog crap everywhere.
Safety - I'm really not sure just how many times I've found a notice on my door warning of all of the crime & vandalism. Well, duh there was a lot of crime & vandalism; 3 of the 4 doors at my building were all broken. One of which just had the wires ripped out. It took them months to fix them & one of them can still be randomly pulled open w/o a fob if the weather is just right. For some reason, they turn all the lights off on Henry Cook when it gets dark & then it's really dark. I would think that the safety of the tenants would be more important than saving a few bucks. On any given night, you can except to see & hear drunk people yelling & roaming around & it's less comforting knowing it's pitch black outside.
Construction/Maintenance - They made a big deal about the apts having "hardwood" floors. While some of the nicer ones do, mine only has them in the kitchen & it's not wood. It's flimsy, bendable, stick-down strips & they are all loose. If you walk on them barefoot they stick to your feet & come out of place. One actually slides under the stove leaving a huge white stripe on the floor. The granite island can actually be pulled away from the wall. The carpet is incredibly cheap & strings & fibers are constantly popping out in the doorways from the kitchen to the living room. It's so cheap, in fact, that they replace it in every apt someone moves out of despite how long they were there or if they had pets or kids. An apt down the hall from me was vacant for months & then someone moved for, seriously, three days & then the carpet was replaced. I am convinced they use the crappy stuff so that it will inevitably fall apart allowing them to not have to give your deposit back. The knob in the shower has been cracked since we moved in requiring a "special touch" to get it to turn. The toilet clogged all the time but not so bad that we couldn't fix it with a plunger. Then one night it was more than we could do alone & luckily a maintenance man showed up at 11:00pm. When he was done he had pulled out several fist-sized wads of dirt & plaster & even a few screws. Whoever built this place really didn't give a crap about what they were doing...no pun intended. The toilet also had a faulty flapper which caused it to leak & run constantly. We made several attempts to get someone in there to fix it but to no avail. Finally, we ended up replacing the flapper ourselves b/c we were tired of it running up our water bill. On Christmas day the microwave broke. I called in the order & it took 4 days for the maintance guy to show up just to say he wasn't authorized to work on it since it was a GE appliance & that a GE guy would have to look at it but he didn't know when that would be. Another 4 days after that I woke up to the GE guy letting HIMSELF in w/o anyone staffed at the apt with him! Illegal! When he was done he left the broken part sitting on my counter!
Staff - The staff sucks. Plain & simple. There is one guy that is actually very nice & went above & beyond to help me when I need to use their printer in an emergency. The one for the public was not working so he let me use his personal computer. That is the only time I have been pleased with the staff. The girl that set up our rental just wanted to brag about some guy that wanted to pay for her renters insurance & buy her this & buy her that & she didn't know if she should tell her boyfriend. She even went so far as to have us read e-mails from this "sugar-daddy" while she made copies of our lease. I mean wtf'! She was only ever nice to me if my boyfriend was present. If I was alone she wouldn't even make eye contact. The manager is just awful. A notice was put on my door saying there was a discrepancy with my paperwork. When I called she, almost immediately, put me on hold. Then when I asked about the paperwork she said it was probably just something that needed to be initialed. I calmly asked if she could make sure of what it was to avoid a problem & she very sharply said she was on another line & asked if I could hold. When I said yes she said nothing & put me on hold for about 5 minutes. It wound up being that our initials were missing from when we rented a washer & dryer in Dec of 2006 & this was brought to my attention in Feb of 2008! The "sugar-daddy" girl had left it off completely & yet they never found it curious that we were giving them an extra $45 a month for over a year! The only reason it was brought to their attention was because we didn't need their washer/dryer anymore & had them come get them & they noticed we needed to initial for turning them back in. Every month they put calenders & random info on every single door. Right now, there are a lot of empty apts so all of the crap on the unoccupied doors winds up falling off & sits on the floors of the hallways for months. Phone books were distributed a couple of months ago & there are still a few sitting in front of doors where no one lives.
Overall - Since January there have been about 5 different reasons for them to come in for "preventative maintenance" purposes. It's only April & that's ridiculous. The property was recently sold to another company & by law they are suppost to notify all tenants at least 48 hours prior to the change. We were all notified 2 days after. From here on out, when a lease is up, the rent will go up if it is renewed. You're really only paying for the area. Sure, it's pretty & trendy but the whole are gets taken over by people that don't live there at around 5:30pm every day & most of them don't leave until their nice & schnockered. The amenities the area is missing, that would be very nice to have closer by, are a grocery store & a gas station. There are no schools within walking distance & the closest DART bus-stop is actually pretty far. You don't pay for convenenience, you pay for expensive restaurants & expensive boutiques. This is true because the exact same apts, different ownership, are in downtown Plano for $100 cheaper just minus the tourist crap! This place is just flat out not worth the money or the hassle. There are far nicer & cheaper ones in better locations everywhere. I, myself, was lured by the area & refused to look at any others but I have learned my leason & will be leaving as soon as my lease is up. I have so many problems with this place that I know I'm forgetting something but hopefully this will help you decide. DO NOT LIVE HERE!!

In response to the last person, yes, I know it's under new management & perhaps things will be different; however, if you'll pay attention to your lease or think back to the notice put on the door when they took over, you'll recall it specifically stating that every time you renew your lease your rent will go up. The parking being free is news to me which obviously means that anyone that paid to have a parking permit will not be getting that money back. So far I will agree that the staff is much nicer than the old one but that's not even close to being enough to get me to stay. Given what you wrote though, I'd say you work here. Any other tenant would be jumping for joy to have a couple more cars gone & duh, it's no surprise to me that moving is a pain. It's not like I materialized in my third floor, middle-of-the-hallway apt. It's going to be one huge pain in the ass but just one more month & I'm getting the hell out.

I just want to say "Bravo" to the person that wrote this description of the conditions here at Legacy Village. She (I assume it is a woman) could not have been more perfect in describing the actual conditions of this place and how it has deteriorated to a borderline "slum village!" This place is really, really horrible, and if you don't listen to any other post on this website, please, please listen to this one. I also have been here since July, 2006 (it is now April 2008), and I hate this place passionately. My lease will end in July, and I can't wait to get the h@#l out of here. Trust me, you do not want to live in Legacy Village!!!

The good news is we are under new management as of April and things are starting to change... you may want to reconsider staying and enjoying this place! Moving is a hassle and the area is nice. Also, you no longer have to pay to park!
