I have lived here since the apartments were built and never had to pay for parking. Think something is up with that.

You don't pay for parking because for the most part, it is non existent. There are cars parked illegally EVERY single night. The management company refuses to do anything about it citing that they do not have the legal rights to do anything about it. They have a 24 hour a day answering service that is useless and offers to call a courtesy patrol officer whom I have never even seen in 6 months of living here.
