Pluses and Minuses -- here's my list, you weigh it.

My recommendation is half and half. Okay, after writing all this out, it would be a no.
Dislikes:
- City dump just a block away. When the wind is against you, the whole area can smell really bad.
- High utilities. Extremely high. My apartment is on the third floor with vaulted ceilings, which might explain the price. But I am just not use to $200/mnth utility bills for a bloody apartment.
- Curb side trash pickups are no more. This apt complex use to pick up trash for residents on the curb just outside their apt building. This was handy and they did this two days a week. After a number of office staff changes, they stopped it. This is a very bad thing because of one simple reason: there are only /two/ dumpsters for the entire complex! That makes taking the trash out an actual ordeal. I hate it. This apt was not built for residents to take care of their own trash. Don't get me wrong, I have no problems taking care of my own trash; but when you have to drive to the dumpster to take the trash out, that is too much. I'm use to complexes with dumpsters in a nice central location that is easily within walking distance. Dumpsters in this complex is literally at the farthest point in the corners as possible.
- Parking - this place is bad at parking. I would say parking is broken out something like: 1/4 residents, 1/3 visitor, rest covered/garage. Yes, you read that right; there's more visitor parking than there is resident parking (sans covered/garage). You can always find parking, but if you get home late enough, you could be looking at a 5 minute walk.
- Garage/covered is expensive, imho. I'm looking at new places to move closer to work and their covered parking is 1/4th the costs of this place.
- Gates: The front gates generally have no issues. The main issues is the side gate. They were always having to fix the remote sensor unit. So to "remedy" that, they removed the unit and just dubbed it an "Exit Only." Lazy man's solution, imho. They should have replaced the unit instead of "constantly fixing" it. The side gate, and sometimes the main ones, still has trouble with its chain falling off track. It is very obvious the chain needs replacing, but they have never done so. /boggle
- Community lighting is sensor based and independent on each building. This isn't a problem on the back buildings where they loose sunlight sooner, but the front buildings are a rather pain. Especially at like 6:30pm (non-DST) when the Sun has set, but there is just enough light not to trigger the sensors. You're then busy trying to find the bloody keyhole in the unlit hallway.
- Walls are thin within the apartments. But solid against exterior noises.
- It takes an extra day or two for maintenance to finally come out to your apt to fix an issue. Job is normally done on par, but I have had my issues with their work.
- I have been here three years, each lease renewal you get a free amenity; carpet cleaning, ceiling fan and one other. I have signed up for ceiling fan on one renewal and carpet cleaning on the other. Both times I have never received them. I even stayed home for the carpet cleaners (due to expensive stuff in my apt) and they never came. I didn't care enough for the amenities to really make it a concern.
- Staff in the leasing office has changed out at least four times in the three years I have been here. The current staff has been here for a good year now, maybe they'll remain here for good this time. Sucks in a way because one of the reasons I choose the place was the staff that was there when I did my tour of the apartment.
- Cable internet service is the worst. I will be honest here, Yginition is a KEY factor why I am moving out. If you rely on internet access, don't come here. Los Rios Park has an exclusive contract with Yginition and AT&T, which means there is /no/ chance you can get any other service here unless you go Satellite. I do not have cable TV, so I cannot comment on its quality. When I first was given the tour, I was informed of some kind of free basic cable. I do get a signal from my cable outlets, but the quality looks more like antenna based reception than real cable.
Advantages:
- Smell from the dump does not, thankfully, make it into the apartment.
- Price is a good 100 or so less than most places I'm finding for similar square footage.
- Location is good. It's a small hop to Plano Pkwy. Easy access to many major retail stores. Everything you need within 5 miles radius.
- Exterior noises are muted out pretty well from where I'm am. There is a big noise difference when I open my balcony door.
- If you like to golf, there's a golf course literally at its back door.
- Staff is very curious, although most of them do not give me the impression they will go out of their way to help you (only one in their staff of at least eight gives me that feeling).
With all that said, if you can handle the issues, there's nothing wrong with living here. You won't find many places with this price; I think it's partially because of the land fill just a block away.

Its not a landfill behind the apartments that smells so bad. It's a raw sewage treatment facility. It gets pretty ripe outside sometimes.

I dont know why you are complaining about the 3rd floor utility bills, knowone told you that you had to have 3rd floor!! So thats your fault.
I have lived here since the property opened and the only reason they stopped trash pickup is because lazy residents left trash out every day and not just the days that it was going to picked up! Im really not sure what kind of person would complain about taking their trash to the dumpster, obviously a spoiled one. What happens when you move into a house are you going to hire someone to come to your front door and take the trash out for you??
The parking issue is a mess but if residents would tell their guests to park in visitor there probably would not be as big of a problem.
Funny that you mention the gates...and it is not the chain that is always broken...it is caused from impatient people hitting the gate because it does not open fast enough for them. I have seen people hit it.
You really should thank god you have maintenence! And by the way their is that 24 hour thing...you cant expect to get a work order done as soon as you call it in this is a BIG complex. I really dont know what you will ever do when you live in a house!!!
If you have a problem with the cable talk to the office, they will do all they can to help they are not as bad as you think!
