Good value at the time

I lived here for about 9 months - from mid 2005 until early 2006. The place offered a lot of value - $749/mo. for a 2 bedroom, 2 bath unit with over 1000 square feet. The neighborhood is safe and the grounds are fairly nice. Other apartments we looked at didn't offer the same value as this place. On the negative side, the staff seems to turn over quite often. In addition, they have a big issue with water billing - they claim that the meters don't work so they have to use some ratio to figure out water costs. In my case, my wife and I and our one year old son were charged for having 3 adults in the place. This equated to water bills of around $35 - $40 a month. We are still receiving bills for water, even though we moved out 2 months go. If the apartment is vacant, you will still be billed you full share. Electricity bills are high, also. In our last month there, we turned the heat on about 5-6 days (warm winter). The bills was $190 that month. For comparison, I now live in a 2000 square foot house - our first full electric bill was $107 and our water bill (which includes a yard that we watered) was $18. If you can put up with the inherently unfair water charges and the high electric bills, you will probably be relatively happy here. The appliances are pretty low rent, though. And another review mentions that the staff doesn't change air filters. This is true - I finally looked at mine after a few months and it was caked with dirt. I had to change it myself. Lastly - the parking situation is not the best. There are a lot of covered spaces that you have to pay for, but there aren't enough free spaces - especially in front of certain buildings.
