Deposit not returned in full with, Rent was raised very often

I always got my deposit back in full because I never create any damage in apartments that I lived in (EXCEPT THE OAKS). The management of the Oaks did not return my deposit in full. They charged me for the kitchen floor that has been there for years. It was already old when I moved in. And it was old when I moved out. Also all the blind was dusty when I moved in. I did ask for the cleaning service but did not get in cleaned. I lived there for 2 years and they never provide carpet cleaning service, not even once. Though the manager told me that she would provide the carpet cleaning for free when I renewed my contract and I did (BUT SHE DID NOT KEEP HER WORDS). I really thought that I was cheated of my deposit money.
By the way they raised the rent everytime when we renew the contract. Also they limit the length of contract not to exceed 6 months when renew.
Note: The gym was old and smelly. The household appliances were very old. There were lots of water leaks. They shut off the water pipe very often, sometimes for half a day, or even a whole day.
Think carefully if you want to move in. It is better to try other apartment.
