At move-in February 2004, my apartment was not "made ready". Garage was full of maintenance supply and dirty when I arrived. Lightbulb burned out.
Bath had no shower curtain rod, tub drain was damaged and without plug. Tub and sink dirty.
Kitchen cabinets had old liners and food and construction residues, microwave and refridgerator were repulsively dirty. Faucet sprayer had no pressure but for a few seconds at turn on.
Bath and kitchen tiles, though new, were unfinished, dull appearance and the black glue squished out between the seams. The handiman shrugged his shoulders.
All windows were dirty and had obviously been that way for a long time, the screens torn. The vertical blinds were dirty, near the fire place actually full of soot.
The manager was conveniently out sick and unavailable for several days to file a complaint. The handiman had to be prodded to do the basic repairs. Screens were never fixed.
I CLEANED ALL!
A neighbor turned out to do car repair and detailing work at his garage - wonderful smells, view and sounds almost every evening.
Then complex ownership changed, manager left, the incompetent handiman was kept. Apartments are to be converted to condos. Some empty ones were rebuilt to sell. Incessant pounding and sawing for days!
I did not renew my lease for August and hightailed it out of there.
Again I cleaned! I left the kitchen and bath spotless, even disinfected tub and sinks with clorox solution. Exept for the glue smear on the tile - wasn't my doing that the original work was faulty.
Would you think it right they deducted a cleaning fee amounting to 3/4 of my deposit'

I think that since the new Management company has brought in new staff it has been running much more smoothly. Everything I have requested has been completed in a timely,professional, and pleasant manner.
