Cheap - but you get what you pay for...

The prices are cheap and the complex tends to be quiet, but the amenities are non-existent. They completely re-painted the exteriors, re-tiled the roof, etc. this past summer, but nothing was done to upgrade the inside of the apartments. My kitchen appliances are positively ancient - and I only moved in about 11 months ago, so they obviously haven't upgraded the appliances in a while.
The dumpsters are always over-flowing with trash (or it is spilled on the ground outside the dumpster), and the parking sucks - no guarantees for covered parking. A ridiculous parking registration tag only guarantees that you won't be towed.
Lastly, I thought it was a safe place to live until my bicycle was stolen from outside my apartment. It was not even an expensive or new bicycle so I can't imagine why someone would go out of their way to steal it. Somehow that makes it worse almost...
I think there are plenty of worse places to live - loud, very dangerous, dirty or bad management. This is none of those things - but it's just not a *great* place to live either...
