Trash is a problem

Years at this apartment: 2006 - 2009
 
They have Monday Wednesday Friday valet trash pick up. Violators are suppose to be fined. Someone must be getting rich because there are piles of trash outside of most buildings on non-trash days. Tried for over a year to get things remedied --- to no avail
