We have lived at Tuscany Villas for almost two years. We began the original lease with the Windsor management. They did not stand out in a negative or positive way. Currently, the property is managed by the O'conner group.

The Property:
General appearance is acceptable. Trash is picked up regularly. Be warned most residents do not pick up after their pets, in spite of the fact that the apartments provide potty bags and poo stations. The hot tub was a dirty mess and unusable when I last looked at it about six weeks ago. The access gates are inoperable frequently. Speed bumps that were promised in a resident news letter have never been installed and many residents exceed the speed limit on property. Two intersections on the property desperately need stop signs. I have witnessed more than one near miss because drivers do not stop (and are not required to by signage). The mail boxes have several boxes in need of new locksets and are open to anyone who would like to steal your mail (and your identity along with it). There is very limited storage for boats and trailers and any new resident should know your boat/trailer/camper will not be allowed to be on property. Autos that are past due on registration or inspection dot the parking (which is a lease violation). The fitness center has a lot of good equipment (at least one of the treadmills malfunctions often). The pool is beautiful (I have never used it, just walked by it). At the rear of the property is some sort of electrical sub station. There is electrical interference from this and sometimes loud noises due to construction or electrical shutdowns.


The Apartment:
Is in good condition and seven years old. We had to clean when we moved in because it was obvious the make ready staff did not do a complete job of it. We had to request some maintenance that should have been done before the apartment was made available for lease. Our kitchen is a good size for the two of us. It could use more storage. Not really set up for people who eat at home or entertain often. There is tile in the wet areas and Berber carpet in the rest of the apartment. High ceilings throughout & crown molding are in the living/dining space. Closet space is adequate. Nice patio area with a decent size outside storage space. Washer and dryer hook ups are available there is no laundry facility on property. When we have a good wind storm, shingles from the roof will be on the ground. When it freezes there are several places where the ice will stay for days (unless the office is called to come treat it).

Maintenance Staff:
Is outstanding. The current gentleman is very good. Let me warn you to ensure you follow up with the office as to the maintenance request. If the paperwork is not completed, the maintenance staff cannot complete any work and I have had to make a follow up call on more than one occasion.

Office Staff:
Is generally polite if you ensure they know who you are. Some of them are very competent. The best way to manage the staff is call, ask who you are speaking to (ensure you know their name and record it) and make your request. Ensure you follow up with in an appropriate amount of time with that staff member (if they are not available, follow up with the staff member on the phone ensure you get their name).

Property management:
There are several things worth noting in this category. This property is all about making money any way they can get away with. Often we are threatened via a door flyer with fines if we do not put the trash out at certain times for valet pick up, or for throwing trash on the ground or for not picking up after pets. To this day, not any of my neighbors who are guilty of these violations have been fined (yes I have asked). The communication from management is very poorly managed. Example: Recently the property changed from individual water metering to sub metering (do not recommend any property that is sub metered). There was one communication packet placed in the door containing a less that well thought out letter about the change (which included the wrong phone number if you had questions), some legal information about being approved for the change, some convoluted information on how the new bill would be calculated and a lease addendum for you to sign and return to them. Repeated calls to the office over the course of weeks yielded no information because in the words of the staff we have not been trained on that . When I finally received a message from the area manager delivered by one of the staff, it was obvious she (the area manager) could not explain and made condescending comments about understanding what information was in the paperwork. Also NOT included in any of the information was the fact that the residents are now being charged for trash service each month. Each month (thus far) the bill increases (it is based on an average usage by the community, not just your individual unit usage). Often when I physically go to the office, the place is closed with no indication of a return time and I have to return to conduct my business at a later date.

I hope this helps you make an informed decision. We will be looking to lease elsewhere when our lease is up.

About the water bill... It is something else. For the two of us who shower once a day, wash normal loads of clothes, and dishes daily.. was a whopping $50 plus. Do we pay for the sprinklers that run during rain storms???
