LOOK ELSEWHERE is our best recommendation. Encino is now adding the cost of water and wastewater to their ridculously high rates for San Angelo, Texas. They have converted to a new utilities system that keeps track of your water and electrical useage and bills you on a shared costs basis of total consumption by all of the residents. Basically under this new plan you are subsidizing the costs of housewives and others who stay home all day watching tv, washing clothes, etc..to keep THEIR costs lower and you, as conservative residents,bills HIGHER. They changed the electric company of all residents without asking for resident approval first and said the change was going to happen whether you signed their paper authorizing the change or not. The laundry room is not air-conditioned in the summer or heated for the winter and has an ugly concrete floor. If you have neighbors who are noisy and that fact is brought to the attention of management the offenders are given a slap on the wrist by management and the problem continues. The complex is not gated, has no security, and has vandalism and drive-thru problems as a result. Exterior lights at night are out of order for weeks at a time. The apartments may look good from the outside, but that?s where the "niceness" ends.
