This complex has my highest recommendation.

Pros:
$485/month, ALL bills paid (water, electric, etc)
The big little things - Heat, A/C, hot water for showers - Superb
Good office staff
Huge, clean apartments
Best part of town
Very quiet
Less than 5 minutes from movies, mall, lake, grocery stores...ideal location
Quick response time for problems (clogged drain was fixed that afternoon)
Covered Parking
PLENTY of storage space
Fridge, oven, and ceiling fans are great (dishwasher is okay and serves its purpose)
Free basic cable

Cons:
They don't have a website (when I first found this place, I thought that not having a website was sketchy in this day and age. I'm glad they didn't have one because if this complex was out on the web, there wouldn't be a single vacant apartment.)

Some apartments (but not mine) have a washer/dryer combo, however you have to pay electric for those.

This place was recommended to me by a friend of a friend. Now I'm recommending it to you. Great complex with rent well below my BAH. 10 minute drive from base. Neighbors are friendly with many having been here for a long time. For those non-mil, it's a 5 min drive from ASU.

Great place. My highest recommendation.
