Run away from this place

I couldn't agree more. I lived by the pool, and every weekend the pool was open, AT LEAST, Thurs-Sun nights, I was kept up ALL NIGHT long by what I later came to find out was called "The Party Palace" by other residents... the other people who lived around the pool. I would call for the "courtesy officer" sometimes 4 or 5 times a night, because he would never show up. One night, when he finally did, around 330am, I heard him tell the people at the pool to just "keep it down", even though the pool had closed at 10pm.
I am not an unreasonable person. I understand that there is a certain amount of noise you have to expect when living in an apartment, especially by the pool. But, when it sounds like a party is going on in the your living room every night, all night long and there are posted hours that are not being followed and enforced which is causing you to lose sleep, THAT IS A HUGE PROBLEM!!!
I also had 2 surgeries between March & May, and had to endure this while trying to recover from these surgeries while the manager basically told me I was lying. She would tell me that she went to the pool at certain hours, 7pm, 8pm, 9pm, all times the pool was open and say there were no problems, even when I told her my problem was with the noise being during times the pool was CLOSED. She continued to tell me that she couldn't do anything if they weren't residents, even tho they were residents, and I even offered to tell her where these residents lived and point them out.
It got to the point where I wound up bypassing the apartment complex all together and just went to the police. Luckily, the people who answered the non emergency number were nice and encouraged me to do this, so I didn't feel bad about it at all. It did, however, cause the people who partied at the pool to start throwing their beer cans at my windows and patio, which, as a single woman, was a bit scary.
As for maintenance. I didn't experience the timliness, but I don't know if that's due to them not getting the order, or if they ignored it. Once I complained, things usually got done quickly, and once there was a new assistance manager and leasing agent, things did improve, so I'm inclined to think it was a reporting error.
I, too, experienced the sounds of people slamming doors, fighting, things and people flying down the stairs, fire alarms, no electricity for hours, no water w/o notification and who knows what else those sounds were. At one point, I was awakened by domestic violence by my upstairs neighbors followed by a slamming door, someone falling down the stairs and every curse word you can think of right outside my front door and then they disappeared. I absolutely did not feel safe, and I was told by the manager, "It's not our duty to ensure your safety" after I repeatedly complained about the people who were doing things that made me feel unsafe, ie hanging out in the parking lot around cars, throwing things at my window, crawling over my patio to get stuff, etc
Oh, and then they charged me almost $200 in move out costs after I moved out, when I had easily been run out of my apartment for more than a month just so I could get some sleep where I had paid rent, because the management had failed to uphold their end of the contract. They even left me an eviction notice at one point, because I had accidentally forgotten to pay my $1 or $2 a month pest control fee when I paid my trash and water bill stating I was breaking the terms of my lease. All of the people who were partying with alcohol and keeping residents up at night were also breaking their lease, but I was told the manager would have to see it to do something about it. If she won't get out of her nice quiet bed at night, how is that supposed to happen'
DO NOT MOVE INTO THIS PLACE UNLESS YOU HAVE A DEATH WISH, and don't ever live by a pool unless you are deaf or can sleep through anything. It was a nightmare.
