Grotesque grounds

I've lived at this complex for a while. It has always been fairly decent. Lately, however, things have been changing. It's common to see an old air conditioner or water heater laying around outside for several weeks to more than a month. Dogs defecate freely on the grassy areas, and the pet owners make no effort to pick up after their dogs (except for a few responsible older folks I have seen walking their dogs with a pooper-scooper). During the heat of the day, the smell outside is more disgusting than you can imagine. My child cannot play outside because the smell makes him ill. Also, there are some really large dogs living in the complex, big enough that I feel like my child is unsafe when walking home from school, if the dogs happen to be out then.
There are people using drugs outdoors as well. I have seen groups of them smoking pot on their porch. There's another drug user who walks around screaming at night every now and then. There's a group of scantily clad girls (ugly girls, sorry guys) who stroll around the parking lot nearest Heimer Rd, making faces at the passing cars. I'm sure there are plenty of nice, normal people who live in the complex, but it's the weirdos and druggies who really get noticed (maybe all the nice normal people are scared to come outside) I don't go outside at night, and if I have to for some reason, I find myself wishing I were back inside with my locked doors and my gun.
The maintenance men are all really nice and friendly. That's really the best thing I can say for the complex, that if you have to get something fixed, at least a nice man will be showing up to do the work.
