Maintenance Too Slow

I've had trouble with my water heater; it started to leak onto the hallway carpet. It was reported and the water heater was once replaced with a new one. Later on the same area started to get wet again; we made a new Work Orders. The Maintenance man came over and started to cut out the shower plumbing because he couldn't figure out another way to fix the problem from the outside of the walls. There were new knobs ordered and for about a couple of days everything worked fine. Then we noticed that the carpet started to get wet AGAIN; so we placed phone calls and wrote out a work order starting what the problem is but still no answer. We've changed our living schedules just to make sure someone would be home incase the Maintenance man showed up or even called; but still no answer. I am not a happy tenant; if my condition was in a better standing I would move to a place that would be worth the money we are paying here and there's no playground for the children here or a pool.
