Worst apartment experience ever

If your only concern is affordability and location then this is the place for you. This is the worst experience in an apt. complex that i have ever had
Management is weak in the control of long time residents who are very unpleasant, harassing and who file complaints constantly. The management has known about this for a very long time and yet has done nothing to make things better for other residents who have been targeted by these individuals.
Vehicles have been vandalized.
Foundation - The buildings have shifted so much, there are cracks in the windows, cracks in walls, and doors fail to open or shut depending on temp. and humidity.
Insulation - for an apt. my util.'s often climb well over $200, there are openings under my front door, balcony, and windows donāt keep heat out or cool air in.
Leaks, leaks, leaks - I have given up on getting leaks fixed and have just accepted the shoddy craftsmanship. Restroom sink, kitchen, shower, toilet, if it holds water it probably leaks.
Pool - if you can call it one, is very small.
New paint is peeling, wood is rotting. etc..
The best part of Dijon is its location and its affordability and the landscaping crew that does such a great job in hiding a lot of the ugliness of the property and community. The notion of these apt.s being turned into condos has continued to keep me laughing.
