We moved here in 2003 and were in Phase 3 for 2 yrs until we decided to upgrade to a 2 BR. The only problem is that the only 2 BR they had available was in Phase 1 next to the KB homes. That was 7 months ago and has been a total nightmare since then. Every sprinkler head in that area is broken, causing the sidewalk to be extremely muddy. The gutters are completely clogged, causing a stream of water hitting our front door when it rains. Our building security light is broken and does not shine like it's supposed to. Maintenance takes 4-5 days before getting to the work orders and when they do, they never get it right the first time. Also, recently it seems that there have been more water outages than ever before. My advice is to consider all aspects of this apartment before signing your lease.
