Poor service from the office.

My brother and I have lived in the complex from July, 2005 to May, 2006. My lease was due till June, 2006 so, I have paid all the rent up to June, 2006 even though I moved out in May, 2006(And we are told that we even owe the rent for July). The reason I could not stand living in the apartment any more was the molding and leaking ceiling in the bathroom and unbelievable responses from the leasing office specially, the assistant manager. I have requested to fix the problem several times starting March 1. The maintenance came out to check and they just said they could not find any problem. However, the water in ceiling made a pool and one day, the water poured on me when I was taking a shower. That was a very unpleasant and disgusting experience. The water kept leaking and I had to put a container. That was the beginning. I went to the leasing office a couple of times after that until I couldnt stand any longer. In May I told them I couldnt live in the apartment any more and I was moving out that day. The assistant manager said the only thing she could do was to try to fix the problem which I thought they should have done so two and half months ago. She kept saying thats the only thing she could do. Then we went to check out the problem in the apartment which was already vacated at that moment. She just said she is going to fix the problem and brought out the maintenance team. However, I told one of the representatives in the office to contact me if they plan to come in the apartment to fix it in the future that way I could be at the sight. But, she said they dont to that kind of job. They dont call to let the residents to know they are coming for the maintenance. And if I dont want them to come in the apartment I should write it down. I had no choice. I wrote on the paper about how I have requested to fix the problem and they havent fixed it as a result I was moving out that day. And she kept the paper.
However, I paid my June rent. Because there was nothing a person who doesnt have a lot of money or power could do.
Then, today my brother got a phone call from National Credit Systems and we were told we owe them money. The apartment office filed the application for them to collect the rent for July from me saying I didnt give them a moving out notice. We even dropped the keys to the apartment in June. When my brother went to drop the keys he didnt know the address that we now live and he couldnt give them the forwarding address. However, he dropped the keys and the representative didnt say anything so he asked her if that was it. And she said yes.
I went to the leasing office again today after I got a phone call from my brother. I asked her what was going on. She said she didnt have the proper paper saying that we moved out so she charged the rent for July. I told her I gave them a paper saying I was moving out in May. She just said she didnt have it and she charged me the rent. Since we didnt pay the rent she filed the paper to National Credit Systems. I asked her if she tried to contact us before she filed since we didnt know anything about it. She said she doesnt have the forwarding address. I asked her about a phone call which only takes a minute. She said thats not her job. I couldnt believe what I was hearing. She turned in the paper work without any notice even though she knew that we moved out in May. There are a lot more to talk about her action like how she tries to end the conversations or how she just says thats not her job, thats out of her control and so on when she cant find answers to my questions. She didnt even answer me where the general managers office was at first. She said there was no reason for me to know that and told me to just wait in the leasing office. Now I am stuck again to pay whatever they want me to pay. Even though I tried there is nothing a person who has no money and no power can do about it.
