I've been in these apartments since October. My neighbor has been here for about 5 years now. His worst complaint is that they turn the water off a lot. That is true - the water mains do have a lot of issues, and I'm sure the pipe system is really old (it sure smells like it!). But, you kind of have to look at things in perspective. My family has had bad things happen since we moved here - but none that would make me swear the place off. You really do get what you pay for. We only pay $675/mo. for a huge 2 bedroom. We also had a great move in special. Yes, there are issues - there are roaches, some the size of a cat, there are animals (rats' possums') that scurry behind our bedroom wall at night, a package was stolen from our front door (I blame UPS for that - idiots), and the property couls use a face lift. But, take into account, it's OLD. It has residents living in it that probably couldn't care less what the place looks like (if they drop garbage or leave dog poo behind, etc.). You don't move into an old complex, with very lenient tenant requirements, and low prices, expecting it to be a palace. Really. I am not sorry I moved here. My family and I have a spacious roof over our heads, nice security patrolmen, a very friendly maintenance that helps us with our problems (even ones they shouldn't have to help us with). As the title says, take the good with the bad.
