I can only assume that by your grammar you must be management at this property. Yes, living here is voluntary until you have signed a lease agreement that is legally binding.
Maybe you should call and tell USAA to do something about their rat problem, since you claim that they are coming from their property.

Yeah that darned USAA bringing skunks and opossums and rats over to the complex ha ha. I wonder if the management thinks they brought over the flashers, the drug dealers, and the little delinquents that run rampant all over the property too? It's quite a mystery.
